WASHINGTON, June 30 — The optimistic picture that Vice President Dick Cheney's doctors painted today after successfully implanting a pacemaker and defibrillator in his chest is based on a number of recent studies of similar cases, but is shadowed by the frequent cardiac related episodes that Mr. Cheney has suffered in recent months.

The momentum Fox News Channel is enjoying is causing considerable chagrin to some liberal groups, disturbed by what they call its decidedly conservative bent. They seem most irked by the network's slogan, ''Fair and Balanced,'' and also by the general belief among media critics that the conservative slant is confined to Fox News's opinionated, prime-time talk shows -- and is kept out of its news coverage.

For months, people inside and outside CNN had predicted that the network's chairman, Tom Johnson, would not be long for his position. After all, CNN's ratings continued to sag. And CNN's parent company, Turner Broadcasting System, had just come under the stewardship of a new executive, Jamie Kellner. Still, executives at Turner, a unit of AOL-Time Warner, swore that Mr. Johnson's announcement on Thursday that he was resigning took them completely by surprise.

The move ends a bold move to create a giant that promised to transform the domestic airline industry but met widespread opposition.
