Revlon Inc., the biggest maker of mass-market cosmetics in the United States, said yesterday that it had sold its 85 percent stake in the retailer Cosmetic Center Inc. to a partnership controlled by York Management Services Inc. in return for a limited interest in the new company, Prestige Holdings I.L.P. Revlon, which is based in New York and controlled by the financier Ronald O. Perelman, will take a fourth-quarter charge of about $33 million related to the sale. Cosmetic Center, based in Colombia, Md., had 60 mall-based stores and 193 outlet stores as of Sept. 26.
