INTERNATIONAL 3-21 U.S. Sees Breakthrough On Refugees in Congo A special envoy sent by President Clinton said he won a breakthrough from President Laurent Kabila, who agreed to let the United Nations investigate reports of massacres of Hutu refugees in areas of the Congo controlled by Mr. Kabila's forces. The envoy, Bill Richardson, said a team would start work July 7. Mr. Kabila denied that his troops were guilty of misconduct. 1
