NBC's announcement yesterday that BRIAN WILLIAMS, the former anchor of Channel 2 News in New York, would be elevated to the post of chief White House correspondent was a signal that he is a contender to become the next lead anchor at the network whenever the day comes that TOM BROKAW steps down. Mr. Brokaw filled the White House post before his anchor days. Mr. Williams, who has reported on the Middle East and South Africa for NBC in the past year, as well as serving as anchor of the Saturday broadcast of the "NBC Nightly News," joined NBC in March 1993. "Everyone perceives him as being groomed for bigger things," one NBC News executive said yesterday.

Focus of White House Inquiry Sharpens

Federal investigators have found evidence that the former head of the White House travel office deposited money that news organizations paid for Presidential trips into his own bank account and may have diverted some of it to his personal use, law-enforcement officials said today. About $55,000 in such money was deposited into the bank account of the former official, Billy R. Dale, from 1988 to 1991, the officials said, referring to a review of Mr. Dale's bank records.

Seven Agencies Help Finance Study

Seven agencies have teamed up with more than 20 media properties and advertisers to finance a study of media habits in Central and South America. The study, which is being conducted by Audits and Surveys in New York, is intended to track the reading, viewing and consuming habits of 5,800 people aged 12 to 65 in 19 Latin American countries. The results are expected in November. The agency sponsors are Bates Worldwide; BBDO Worldwide; DDB Needham Worldwide; Foote, Cone & Belding; McCann-Erickson; J. Walter Thompson, and Young & Rubicam. The media sponsors include CNN International, MTV Networks, Reader's Digest and the Weather Channel.

America is so loud it's hard to get far enough away to escape its din. Even Timbuktu may at this moment be colonized by Burger King tie-ins to "The Lion King." So on a vacation during which I hoped to purge my mind of all things Whitewater, Brentwood and Presley-Jackson -- but had scant expectation of actually doing so -- I was at first startled and then delighted to discover an America-free zone in a most unexpected place not all that far from home: England. Maybe England's aversion to hard American news reflects the triumph of Rupert Murdoch's scorched-earth campaign to strip journalism of anything that might resemble fact. Maybe it's because every British editor of any skill has already immigrated to New York to work for Conde Nast. Whatever the reason, it is now almost impossible to find cogent information about what's happening in the United States in even the upmarket London newspapers. For an American looking to get away from it all, even a week in urban England is tantamount to a month in the country. Without CNN.

CHASE COMPLETES ACQUISITION OF AMERICAN RESIDENTIAL

The Chase Manhattan Corporation said yesterday that it had completed its acquisition of the American Residential Holding Corporation for about $384 million. Chase paid $28.25 for each of the 11.285 million shares tendered by yesterday's deadline. American Residential, based in La Jolla, Calif., is the parent of the American Residential Mortgage Corporation. The company, which has 100 offices in 32 states, makes and services residential loans. The purchase of American Residential makes Chase the nation's fifth-largest mortgage lender, with $11.5 billion in new loans in the first half of the year.

Greenwald Quits Czech Truck Maker

The bold American-style management experiment at the troubled Czech truck maker Tatra dissolved amid bitterness and recriminations today as its three would-be American rescuers resigned. In a brief statement from the company's headquarters in the town of Koprivnice, Tatra said its chairman, Gerald Greenwald, who in July became chairman of the parent company of employee-owned United Airlines, and his two partners, Jack Rutherford and David Shelby, had resigned their posts, effective immediately.

AVON SHARES RISE ON TAKEOVER TALK

Shares of Avon Products Inc. rose $2 yesterday, to $61.50, on the New York Stock Exchange amid takeover speculation. The CNBC commentator Dan Dorfman said there was speculation that Goldman, Sachs was putting together a transaction that would pay $80 a share for Avon's stock. Avon declined to comment. Without a takeover, Avon is a "solid buy" on strong fundamentals, said Robert Rank of R. L. Rank & Company, who manages $50 million in assets.

COMPAQ SAYS IT EXPECTS LOWER MARGINS AHEAD

The Compaq Computer Corporation will probably have slimmer gross margins through the remainder of the year, the company's treasurer said yesterday. Compaq's gross margin of 26.6 percent in the second quarter is probably unsustainable if the company wants to continue building market share, said David. J. Schempf, Compaq's corporate controller and treasurer. Compaq's goal is to maintain a gross margin of 23 percent to 25 percent of sales, he said. Mr. Schempf said the sales outlook was "very favorable" around the world. Compaq's stock closed at $35.50, up 12.5 cents, on the New York Stock Exchange, after trading at $36.75 shortly before Mr. Schremp's comments were reported.

LEHMAN BROTHERS TO BEGIN STOCK BUYBACK PROGRAM

Lehman Brothers Holdings Inc. said yesterday that it would begin buying back stock from holders who owned fewer than 100 shares as of Tuesday as part of an odd-lot repurchase program. The investment banking firm, which was spun off from the American Express Company in May, said the offer would expire on Oct. 11, although the offer might be extended. Lehman said it would repurchase the shares at a price equal to the average of the closing prices of its common stock in the five business days ending Oct. 11. A processing fee of 50 cents a share will be subtracted from the price. Lehman, based in New York, said odd-lot shareholders who elected to participate in the program would have to tender all their shares. The company's stock rose 62.5 cents yesterday, to $16.25, on the New York Stock Exchange.

Lac Minerals Ltd., a gold company based in Toronto, said yesterday that its two senior executives had resigned in the wake of the American Barrick Resources Corporation's $1.68 billion buyout of Lac. James Pitblado quit as chairman and Peter Steen resigned as president, chief executive and director. Both had served at Lac for less than two months. Mr. Pitblado succeeded Peter Allen, who left during a takeover battle started in July. American Barrick said yesterday that more than 80 percent of Lac's shareholders had tendered their shares in the offer, which was set to expire this week but was extended until Sept. 19 to give Lac's remaining shareholders time to tender their stock.
