A girlfriend of a man who was once a confidante of the Princess of Wales had been receiving a series of harassing telephone calls, the newspaper reported, and detectives at Scotland Yard had traced the calls to private telephones inside Princess Diana's residence.

The Man in Charge

The essence of good decision making is always the same, whether it is done by a Wall Street trader, a C.E.O. or the President of the United States. The process starts with a well-grounded sense of strategy and principles. Then, for each issue, all relevant considerations need to be aggressively sought out and weighed dispassionately. Finally, the decision maker needs to make a choice that best serves the underlying purposes, however tough or distasteful the trade-offs, and then make a full-fledged commitment to carry out that choice. By these standards, Bill Clinton is as good a decision maker as anybody I've seen in my 28-year career, first on Wall Street and then here in the White House.

PRICE CUTS ON PERSONAL COMPUTERS ARE PLANNED

The Digital Equipment Corporation said yesterday that it would cut prices by 2 percent to 26 percent on about 60 systems in its two families of personal computers. The moves are in response to recent price cuts by the industry leader Compaq Computer and I.B.M. The reductions, which will take effect on Tuesday, affect most of the personal computers in the Value and Premium families, the company said. The models affected use Intel's i486 microprocessor or the more powerful Pentium chip.

VALLEY NATIONAL BANCORP ADDING ROCK FINANCIAL

Valley National Bancorp of Wayne, N.J., agreed yesterday to acquire the Rock Financial Corporation, a New Jersey bank holding company for Rock Bank, in a stock acquisition valued at $45.8 million. The acquisition is a tax-free merger in which each of the 921,153 outstanding common shares of Rock will be exchanged for 1.85 Valley common shares. At Valley's closing price of $26.875, the value of the acquisition would be $45.8 million. Rock Financial also gave Valley an option on shares of its authorized but unissued stock. Rock Bank is a $190 million-asset, five-branch bank based in North Plainfield, N.J. Valley National Bancorp has $3.5 billion in assets and operates 59 branches in five New Jersey counties. NO MORE

AMERICAN GENERAL WINS ROUND IN TAKEOVER FIGHT

The American General Corporation won a court order yesterday halting a stock buyback by its takeover target, Unitrin Inc. A Delaware judge's order prevents Unitrin, which has spurned American General's $2.6 billion takeover bid, from continuing its repurchase of 10 million shares until at least Sept. 27. American General, an insurance company, contends the buyback would allow Unitrin directors to raise their stake to 28 percent from 23 percent. That would give them veto power over any proposed acquisition, American General contends, because Unitrin's bylaws require 75 percent shareholder approval of a sale. In a 13-page opinion, Vice Chancellor William B. Chandler said that argument was persuasive enough to put the buyback on hold until a full hearing on the dispute can be held in September.

Full House Resorts Inc. said today that it had named Allen Paulson, founder of the Gulfstream Aerospace Corporation, as chairman and chief executive. Mr. Paulson has been actively involved with the casino company, based in Deadwood, S.D., since acquiring a 17.5 percent stake in March. He founded Gulfstream, a maker of corporate jets, in 1978 by acquiring aircraft assembly plants originally built by the Grumman Corporation. The Chrysler Corporation acquired Gulfstream in 1985, during Lee A. Iacocca's tenure as chairman.

Dollar Surges After Report Shows Economy Is Slowing

The dollar surged against the German mark and other leading currencies yesterday after a report showed the American economy was slowing. For many traders, the rally confirmed a belief that the dollar was finally rebounding from a seven-month slump that took it to a post-World War II low against the yen and a 20-month low against the mark.
