LEAD: General Motors of Canada Ltd. said it would indefinitely lay off 200 employees at its Windsor transmission plant in January because of declining car sales. The unit also said there would be weeklong layoffs of 3,000 transmission plant workers in December and January.

LEAD: The NEC Corporation plans to start mass production of four-megabit dynamic random access memory chips, the next generation of computer chips, in late 1989, an NEC spokesman said. It seems that NEC will be the first producer to be able to make the chips available commercially. The company also plans to increase production of one-megabit D-RAM's from 500,000 units a month, to 2 million units a month by March 1988.

LEAD: The Cyprus Minerals Company said it had filed claims totaling $1.07 billion against the LTV Steel Company and alternate claims of $722 million against its parent company, the LTV Corporation. Cyprus, based in Englewood, Calif., said the claims stem from LTV's Chapter 11 bankruptcy filing in July 1986 and its subsequent rejections of two long-term coal supply contracts.
